Yellowstone
County Interdisciplinary Child Information Team (CIT)
What is CIT?
The team is a consortium of
the Youth Court, the County Attorney, the Department of Health
and Human Services, the Superintendent of Schools, the County
Sheriff, the Police Departments of Billings and Laurel, the Superintendent
of Public School Districts and the Department of Corrections.
The team is organized and operates according to the statutory
requirements of Montana
State Law 52-2-211.
The rationale behind the team
approach is that by integrating the existing public and private
social service agencies, law enforcement agencies, schools, and
local community resources, at-risk children and families can receive
comprehensive services more efficiently.
The team is in place to serve
any child or youth in need of services who is under 18 yrs of
age where there is a need to exchange confidential information
as set forth in Montana Code 41-3-205,
41-5-602, and 41-5-603 in order to provide more streamlined, appropriate
services.
Information shared may not be shared, distributed, or otherwise
released to any person or entity who is not a team member or
otherwise entitled to such confidential information under law.
By providing early intervention, the hope is to break the destructive
cycle of dysfunctional behaviors by facilitating the exchange
of information between involved agency personnel and by coordingating
individual agency responses.
How are Youth Referred to the Team?
Youth are referred to the team by any agency, organization,
school or individual who recognizes a need for services to be
coordinated and streamlined for that youth and/or their family.
Referral forms are available by contacting the Team
Coordinator, or you can download
the form here (Adobe
Acrobat .pdf format). This form allows the referring party
to suggest agencies or organizations that may be able to provide
needed services to the youth or their family.
A summary sheet is also completed to give a brief overview
of the referring agency's concerns and goals of the interagency
staffing.
What are the Goals of the Team?
One goal of the team is to provide comprehensive services to
youth by way of exchanging information, in order to apply resources
to support and/or intervene with families.
The team also provides a forum by which agencies are able to
problem-solve and more efficiently provide services to youth
and families.
Another goal is to address family issues, in addition to individual
youth issues, using interagency perspective.
Finally, collaboration of agencies in service provision allows
for creativity and flexibility of services to meet the unique
needs of youth and families being staffed
